Fighting Covid-19 Surge

Covid-19 cases in surging around the world. The surge is raising serious concerns in the United States, and some states consider shutting down again, while others are scuttling their reopening plan, when they are supposed to be reopening.
In China, news reports say that people in certain area of the country are in lock down again, and only one person per family is allowed to go out to purchase essentials for the family on daily basis.
"A fresh Covid-19 cluster has forced Chinese authorities to impose a strict lockdown in a province near the capital Beinjing. Officials warn the coronavirus outbreak remains severe and complicated. Chinese health officials said on Sunday that Anxin county - about 150 kilometers from Beinjing - will be fully enclosed and controlled, the same measures imposed at the height of the pandemic in the city of Wuhan earlier this year. Only one person from each family will be allowed to go out once a day to purchase necessities such as food and medicine, the counties epidemic prevention task force said in a statement," DW reported.
It has not been difficult for China to use hard tactics to lockdown people in China because the people in the country are already used to authoritarian rule in comparison to the United States, where people are used to freedom and the rule of law, a development that has made impossible to put the type of lockdown strategy used by China.
Based on observation, lockdown in the U.S. means not going to work. Family members can visit one another and people can walk out anyway they like observing social distance and using the mask. And most store owners decide whether their services are essential or not. Imagine where dry cleaning service in your neighborhood consider itself essential and open to the public, because the laundromats are considered essential.
In this light, one will examine Joe Biden's statement that if he becomes president, he will enforce the use of the face mask. Some members of the public are already saying Biden hasn't been voted into office, he is already saying he will use what many people will consider as authoritarian procedure to make people use the face mask.
In the height of the lockdown in Italy, the prime minister, according to the New York Times, implored members of the public to cooperate in the largest clampdown against the coronavirus in the Western world, and one Milan resident reportedly said "We are the new Wuhan."
And the New York Times continued, "But unlike China, where the outbreak began, this is a democracy, and debate erupted immediately over how well the government will be able to enforce the new rules - and whether Italians will actually obey them." In China, no one urges anyone to abide by the rule, and those who fail to abide are seized on the street and dragged to where they should be. People watch them like a movie on television.
If any leader in the West follows the style in China to enforce the rule, such a leader be prepared to lose the next election. And if the leader does not use authoritarian power, it is still problematic. The leader in a free country faces a terrible situation between getting reelected and walking away from office losing reelection over mundane issues. Leaders in authoritarian country has no such problem. They control everything. And the followers must obey.
Imagine the handling of Covid-19 in Wuhan happened in a free country without official government information about what actually happened and what was done to manage it, or not allowing scientists from other countries to partake in transparent investigations toward establishing the cause of the virus, the leader will be roasted. And up till date, China merely released information it deemed necessary about the virus that is killing people in the West and gives scientists from the West access to the investigations.
