India: 22 Die in Collapsed Building

22 people have been reported dead in a building under construction that collapsed in Chennai, Southern India, following a mammoth rainfall and thunderstorm on Saturday. Another 100 people or more are feared trapped or buried in the rubble.
About 26 people have reportedly been rescued. Search for survivals is continuing.
Latest World News reported that hours earlier a four story building collapsed in Delhi and killed ten people that included five children.
The report said that incidences of collapsed buildings are frequent in India and attributed it to lack of safety and the use of substandard building materials.
Police investigation has resumed to determine whether there is a human dereliction in the cause of the accident. (See video report)
