Police Violence and Reform
Introduction
Policing is a universal phenomenon. It is part of the public policy agenda for the safety and security of the community. Police are armed to curtail dangerous criminals' activities. Police mission, according to Worden and Mclean (2017), "include reducing crime and criminal victimization, holding offenders to account, reducing fear and enhancing a sense of security, regulate public spaces and traffic safety, and providing emergency medical and social services." Violence in the power of arrest. "The apprehension and conviction of a felon are for the policeman, the essence of police work. It is the source of prestige both within and outside police circles, it has career implications, and it is a major source of justification for the existence of the police" (Wesley, 1953, p.35). The history of police brutality in the United States is long. 'They arise from his professional experience, take precedence over legal responsibilities, central to an understanding of his conduct, and forms the occupational context within which violence gains its meaning" (Wesley, 1953, p.35). "The degree and level, type, and level, of violence vary by department, state, and the region" (Manning, 1980, p.136). Developments tend toward a need to investigate the relationship between police occupation and violence, officers' abuse of their use of discretion, the history of misconducts, and efforts toward the solution to police killings.
