WHO Scientists in China for Fact Finding?

Officials from the World Health Organization, WHO, may have arrived China this weekend to begin investigations into Covid-19's origin, South China Morning Post has reported. The report adds the scientists' work will lay the groundwork for international team of investigators to visit China in continuation of WHO scientists work.
It is mystifying to hear that WHO has eventually decidedly put its acts together to be able to visit China for Covid-19 investigation, even months after the virus beginning of its killing spree around the world. Another notable curiosity about this development it is happening few days after the United States has pulled out of WHO.
The question arises about why has WHO waited for the U.S. to pull out of the organization before deciding to send its scientists to China for fact finding and seven months later after the killing that began in China? Is WHO scientists's visit to China an initiative of WHO or on China's invitation? If it is an initiative of WHO, why has the organization waited seven months before putting forward the idea?
The U.S. government sent a letter of withdrawal to WHO on July 7, 2020 and Dr. Ghebreyesus reportedly announced plans by scientists from WHO to visit China 0n July 9, 202. Ordinarily, people will easily conclude that China has decided to open its doors for WHO to come in for an investigation about the origin of Covid-19 after the U.S. has pulled out of WHO and that all that China wishes is not to see the U.S. as part of the investigation into the Covid-19.
This further raises another question about why China is afraid to allow the U.S. as part of an investigation into Covid-19 origin or part of scientists to visit China for fact finding about Covid-19? Is it ti say that China is now more comfortable that the U.S. having pulled out of WHO, China and WHO agree it is time to work with the world? Does this not buttress the U.S. criticism of China and WHO and the reason for the eventual withdrawal from WHO, where the country is the highest donor?
The U.S. pulled out of WHO last week as noted earlier in this report. Before doing so, the U.S. was critical of China's decision to merely release information that pleased China to WHO about Covid-19 origin, and for not allowing scientists put together by WHO to visit the country to know the cause of Covid-19. Australia and Britain have been the other two countries that have been critical of China's handling of the Covid-19 crisis as relates to cooperation with other countries.
Developments have buttressed the U.S. fears that China has something to hide about the origin of Covid-19, and that the fear also extends to China's fear of the U.S. for political and economic reasons. And the reason China may have waited for the U.S. to pull out of WHO before allowing WHO officials into the country and agreeing for an international team to follow up later on.
