Why do restrooms service at WTC closes?

The World Trade Center is a great tourist attraction center that attracts a large crowd of tourists from around the world, just as it is a connecting link for travelers coming into New York City from New Jersey and going into New Jersey from New York City.
It is something of a shock to people that the restrooms at the WTC runs from 07:00 a.m to 07:00 p.m, and in a city where people cannot pee in street corners, and anyone in his senses cannot be expected to pee around the corners inside the WTC complex.
Why do the restrooms service open at 07:00 a.m and close at 0700 p.m? By 07:00 PM? The WTC Path train station is still a beehive of till late hours.. Most of the shops open up to 08:00 p.m. And when the shops have closed, there are still a large number of straphangers crossing into New York City and going to board the train to New Jersey.
The closure of the restrooms at 07:00 p.m means that if there is a call of nature, affected people have to hold the nature and manage to get to their destinations to ease themselves. Many people have been heard discussing the unkindness of the closure of the WTC public restrooms. They think that the restrooms are supposed to be opened 24 hours.
Why cannot the restrooms be opened for 24 hours? Is it for the cost? People have asked. This development has elicited a comparison between the WTC and the Brookfield Place, an adjacent mall north of the WTC. Unlike the WTC, the Brookfield Place has a restroom that opens for 24 hours.
People hard pressed by nature often resort to Brookfield Place but the distance between the WTC train stations and Brookfield is sometimes difficult to walk in a hurry and the more reason people ask questions about the closure of WTC public restrooms that serve the train station and the stores on the way out to Church Street. Of course, people would not carry placards to protest the closure of restrooms at an awkward time that inconveniences them when they travel through the area and they need to ease themselves.
The restroom at the Journal Square Path train station also closes at 07:00 p.m. Now, it is under renovation and closed. The temporary restroom is located somewhere outside the premises. The restroom is sometimes closed to the public during the day and weekends.
Restrooms service at the WTC complex mirrors what is obtainable in New York City, where people are forbidden to pee in street corners and then city still does not consider provision of well managed restrooms across the city as part of necessary human services. Wherever one can locate a restroom in some of the train stations in the city,one will be fortunate not to find it under lock and key. And again, one may be discouraged from using the restroom due to uncleanliness.
