Does the homeless right to sleep on sidewalks?

The Supreme Court in the United States will hear arguments today whether homeless people have the right to sleep on the sidewalk or not. The case in the court is centered on development in California, where homeless people have turned every available space on sidewalk to bedrooms on the streets. The Los Angeles Times reports on this scenario "Supreme Court confronts whether homeless can sleep sidewalks" a situation that has placed the city as the center of homelessness in the country. Homelessness is everywhere, but the direction that homelessness and the management have taken in California is causing consternation. Should a state be allowed to turn homelessness into a way of life without any sign to show that the state is working hard to arrest the situation and preventing the Federal Government from intervening in the matter?
