Illegal Migration: Mexico Obrador's Wrong Plea

Mexican President Andres Manuel Lopez Obrador wants $20b aid to South America, among other demands for him to help America manage migration to the U.S. He lacks understanding of American politics and that no one party can waive the issue and give amnesty to the undocumented unless the party controls the White House and the two houses of Congress.
The $20b aid request is much like asking for a bribe. Obrador may be used to such gratification. He understands the cartels' culture. The payment would not be once but annually! What does Obrador think American taxpayers are?
America must resort to the Appreciative Inquiry, AI, instead of falling for throwing money at solving problems. The AI says organizations should look at what has helped them in the past to resolve similar issues. In this case, it is necessary to ask how Donald Trump achieved the feat of keeping migrants in Mexico until the approval of their asylum papers. Trump Is still alive and running for president.
Let the White House interact with him over this matter. He did it in the recent past. He earned the credit. It is not wrong for the incumbent and his predecessor to discuss resolving national issues despite their disagreements. What has made them utter enemies enough for them to avoid talking? Can't personal issues be pushed aside in favor of national interest?

One can bet that these nations in South America must already have one aid or another from the United States, enough to make Obrador an Oliver Twist. It is a case of America having the money it spends abroad rather than at home, and let's get more of the Yankee's dollars.
