Why are public restrooms under lock and key?

Passing human wastes like urine and feces are important aspects of human biological existence. Health information shows that delaying the passage of either wastes has health implications. And that it is better not to hold or delay the passage to avoid negative effects on bodily functions. But in these days of Covid-19, holding or delaying the passage of urine and feces is being forced on people, because public restrooms and restrooms in most eateries are closed. And where restrooms in eateries are open, non-customers seeking to use such restrooms in the absence of public restrooms are not allowed.
The excuse for disallowing non-customers the use of the restrooms in cafeterias and eateries is said to be an act of caution against spread of the virus. In one major cafeteria in New Jersey, the cafeteria opens for service after 20:00 hours but customers are told that the restroom closes at 20:00 hours. A cleaner at the WTC Path train station in New York said the restrooms have been closed for over one year. It is the picture in almost all public restrooms in the city.
For example, restrooms at the World Trade Center train station leading to Church Street and Fulton Street and other major train stations such as 2,3, 4, A, and C stations have been under the lock and key for a long time. Many people who have noticed the trend don't know where to seek redress. The result is that since people cannot hold or delay urination for too long, passing urine must be done somewhere and somehow in street in corners.
People believe that urinating in the body is sickening and can be detected by people aside from the wetness of the pant. They say the smell from the wet or dry pants that have been soiled from urination in a pant can be embarrassing. They say people can hold feces to get home but the same is not applicable to urination especially for people with leaking bladders.
What is happening in the case of public restrooms is described as bizarre by members of the public who think that all sorts of deprivation have been forced on the public in the name of Covid-19. People talk about massive jobs loss from the closure of restaurants instead of allowing the restaurants to stay open with regulations for public use. Now, they say most public restrooms are under lock and key and further endangering the health of the public. Aside from forcing people to delay the passage, people who cannot get restrooms to pass urine pass it somewhere anyway.
Understandably, urinating in street corners constitute a health hazard and it is the reason there are public restrooms - to avoid health hazard that can happen when people hold or delay urination for too long and to discourage people from urinating in the public space to avoid the health hazard that comes from such an attitude.
It used to be against the law to urinate in the public space in New York City. The police are known to issue citation and tickets to people caught in the act. It is not clear whether the police can still do that when it is very clear that there are no open public restrooms that people can use. And the lies being fed to the public is that the restrooms are closed for maintenance. Any inquiry as to find out why the restrooms are closed will only lead to what is in the picture that restrooms are closed for maintenance. And no one will be able to give you answers when the maintenance works in the restrooms will end.
